Energy Consultant Draft Proposal

Here is the draft proposal for an energy consultant that City Manager Doyon presented to the Commissioners.

According to Commissioner Jolley, this "seemed" to be approved, but it should be coming back to them for a formal vote at a City Commission meeting. Let's hope so.

- HIRE ONE PERSON WHO KNOWS WHAT THE HECK IS GOING ON

- GUARENTEED TO LOSE MONEY

This amounts to nothing more than another self assessment. Remember the animal shelter review by the GF police?

An independent citizen's oversight panel is needed to review ECP. Let them write the SOW and select the consultant. We already know the commission dingbats will result in a 4-1 vote in favor of continuation of ECP if left on their own

Open government DEMANDS that this
be deliberated over before the public. As I've often said, in Democracy the majority can rule, but the minority must be heard. Any consultant hired MUST have access to all records to include
the 'secret box', otherwise it's
a futile effort and waste of taxpayers funds. Let's hope for
a candid and honest assessment.

Basically what the city is now asking a consultant to come up with is a "Business Plan". Why wasn't that done at the beginning instead of at the end of this fiasco?

There were plenty of folks, myself included, who have asked this question from day one and never gotten a straight answer from anyone on the ECP Board or staff.

A proper "Business Plan" would have identified the hurdles and methods to avoid them had there been one.

The city has no idea how to run a profitable business of ANY kind much-less one as complicated as this.

Pathetic!
