RW Beck is top energy analysis firm which got a huge SUM of money from the city for their studies. They said back in Feb 07 that the plant would cost $720 million, but the city didn't blink. STRIKE ONE. The FEDERAL government said it wouldn't fund Highwood in FEB 08, a year later, and identified the coal plant's own unique liabilities, and the FEDERAL engineers of the USDA RUS said it could cost from $800 million to a BILLION...yes that billion with a B. STRIKE TWO!! So, now with the economic climate/recession as it is, what will it be now? A ball, a foul or STRIKE THREE, 'yer out!
