Last Night's City Work Session

The City Commission work session meeting last night lasted longer than the Commission meeting. By 7:25pm, the Commission meeting was over. The work session lasted nearly 1 1/2 hours.

The work session primarily dealt with the public safety levy. No decision was reached as to when this levy will be held or how the question will be asked.

According to the fire department's numbers, their levy will be about 16 mills. The police department didn't have a lot of time to come up with numbers, but according to their needs, their levy will be between 16-20 mills. More precise numbers are forthcoming.

Needless to say, not everyone was thrilled to hear the suggestion that their taxes could go up 25%.

The Animal Shelter was discussed as well, but there was not enough time allotted for that discussion either. There is currently a Memorandum of Understanding between the city and the Animal Foundation that, according to the city manager, will probably see many addendums.

The Animal Foundation indicated they will operate the shelter. The city will be responsible for controlling/licensing the animals. The price tag for the shelter is currently at $3 million, with each entity contributing half. Right now, the city doesn't know where its half is going to come from. At the next meeting about this, more numbers will be shared.

Neither topic was opened to public comment.

I don't remember there EVER being public comment at a work session. It is my understanding that these meeting are to inform the commissioners. Public comment is for the commission meetings.

The city is willing to take out a loan for 1.5 mil to help buid a shelter, but can't find enouph to pay a few police officers???? The city is already payinf 350,000 MORE a year to the shelter, how much more is it going to pay with a loan?
They better raise the prices of tags and adoptions and tickets. The foundation better make people pay a fee to take thier dogs to the park also. The price of this shelter is outrageous.
I better not ever see another stray animal running about with a price tag that high once it is built or I will be calling all the time. Work work work for that money. My taxes will sure be showing it.

Maybe the managers can find some stimulus $$$ for it's 'share' of
the effort? Too bad nothing said
about HSCC.....I thought they'd be part of the solution?

The HSCC was the CAUSE of the problem. They would never be part of the solution. Too many egos on that board and care of the animals was never a priority. Do your homework - it still ticks me off when I see obit notices asking for donations to HSCC - they haven't done anything for the animals in 2 years.

Mr. Gray allowed public comment at work sessions. In 2005, I was one of those who were permitted to speak and ask questions.I would stand up and Mayor Gray would let me voice my concerns about the city trying to buy NW Energy, I was tring to get the other side of Public Power and the problems that might arise on the record. I was also trying to point out that Public Power is usually something that citys let the residents vote on.
