The following document, dated Oct. 24, is the Location/Conformance Permit issued to SME by Brian Clifton, the County Zoning Administrator:

Note: It says this is NOT a building permit; however, a picture taken last week by a concerned citizen, clearly shows buildings, one of which looks like it is in the construction phase.
