Does anybody out there know or know of somebody who can explain our water rights and how they work? This is a serious issue, but nobody I have talked to really understands the ins and outs of them.
How many water rights do we have and how exactly did we get them?
Where do they come from?
What is the process to obtain more rights?
It seems from reading the article, that certain rights trump other rights:
"Schmidt said the city's most important water right is one obtained by Gibson in the late 19th century. He said selling water to new industry does not affect the Gibson rights, but would allow the city to firm up some of the city's newer water rights".
Why?
What are the Gibson rights?
I tried to find at least some of the answers online, but didn't have any luck.
