Well, it looks like the animal activists will be going forward with their recall of the mayor, two city commissioners, the city manager, the police chief and the animal control director.
They will need 6 different petitions with a minimum of 7480 votes each in order for the recalls to make the ballot for a special election. They will have 3 months to do it.

I would like it to be sucessful, but in reality I don't think they will get the signatures. Too many people don't inform themselves on what is going on with city government. It will be interesting, though, to see if they can give the recallees a run for their money.
I'm not exactly sure how you counted, but I think you should double check. I don't think they need over 40,000 signatures.
If they need to get 7,480 signatures per each official being recalled of which there is 6, the total number of signatures needed to recall all 6 would be 44,880. If everyone who signs one petition signs all 6 it wouldn't be as difficult as some signing one or two but not all of the petitions. It appears to me that very possibly anywhere from 1-6 officials could go up for recall.
I'm pretty sure that the City Manager, Police Chief, and head of the Shelter cannot be "recalled" as they are not elected officials. That's why the "6" threw me.
